What would this style of "Cosplay" be called?

Those of you who know your clothing\outfit onions, what would be the proper term to describe the kind of outfit being worn by the one and only epic lead singer of Evanesence, Amy Lee, in the photo linked? I ask the question so that if I would like to create a similar themed shoot, what would the term be to describe it? I think its kind of "Royal Victorian Era", but also kind of gothic, but not gothic, and kind of Regal, but not regal. Cant quite describe it

Gothic Victorian, very similar to Sarah Brightman in her Eden era (can you tell both Amy and Sarah are big influences of mine, lol!) Could also be described as Gothic "Rock" Novella if used on stage as a costume piece

I was thinking that but I'm not even sure she's wearing a bustle, could just be the skirt pushed up with the way she's sitting?
